Part 1, Section 4
Live Scan Fingerprinting

After you pass the exam, all Notary commission applicants must submit to a live scan fingerprinting.  The live scan sites can be found throughout the state at certain law enforcement offices and certain school offices, or you can visit http://caag.state.ca.us/fingerprints/publications/contact.htm
for a list of fingerprinting locations, or you can call the Secretary of State Notary Section at (916) 653-3595.

The fingerprinting fee is $32 plus a print-rolling fee.

The Secretary of State’s office will submit your fingerprints to the Department of Justice and to the Federal Bureau of Investigation in order to do a background check on you.  They look to see if you have a criminal record, or whether you have used other names in the past with which you may have a criminal record.
Government Code §8201.1

The Secretary of State looks at it this way:  their responsibility to protect the public from dishonest people becoming notaries is much more important than your desire to become a notary public.
